Biography
Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2017. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of creative industries, intellectual property and consumer protection to boosting inward investment and tourism development.
Mr Yau has his full career in the public service. Before taking up the current post, Mr Yau was the Director of the Chief Executive’s Office from 2012 to 2017, assisting the Chief Executive in formulating policies and setting policy goals and priorities. He was the Secretary for the Environment from 2007 to 2012, overseeing policies on environmental protection, energy, nature conservation and sustainable development.
Mr Yau started his civil service career as an Administrative Officer in 1981. During his long service as a civil servant, he held various positions, including Director of Information Services, Deputy Secretary for Education and Manpower, Deputy Director-General of Trade and Industry as well as Director-General of the Hong Kong Economic and Trade Office in Washington, DC, USA.
Mr Yau graduated from the University of Hong Kong. He received further education at Oxford University and at Harvard University.

Mr Stephen Phillips is the Director General of Investment Promotion at
Invest Hong Kong (InvestHK ), the Government Department responsible for attracting and facilitating foreign direct investment into Hong Kong.
Mr Phillips has served in senior positions in a number of private and
public organisations. He lived and worked in Hong Kong from 1989 to
2004 holding senior investment banking position s with Deutsche and
BZW/Barclays Capital before co founding a Hong Kong based group of
companies providing IT, financial and consultancy services across Asia .
In 2004, Mr Phillips joined UK Trade & Investment (now the UK’s
Department of International Trade) before becoming the Chief Executive of the China Britain Business Council in 2006 , as well as Chairman of the EU China Business Association.
Mr Phillips holds a BSc in Chemistry and Law from the University of
Exeter.

With over 20 years of experience in exhibition creation and event organising, Stuart and his team have been working together in Hong Kong since 2004. Stuart is the current Chairman of the Hong Kong Exhibition and Convention Industry Association (HKECIA) and he has formed strong links with government and industry stakeholders alike. Stuart also sits on the Working Group on Convention and Exhibition Industries and Tourism (WGCET) under the Economic Development Commission. As a local craft beer enthusiast Stuart is also a board member of the Craft Beer Association of Hong Kong (CBAHK) and is actively involved in the staging of events for the association throughout the year. Anson joined KPMG in Hong Kong in 1999 and is currently a Partner based in the Hong Kong office heading up the Consumer and Retail Practice. He is part of the KPMG Regional Consumer and Retail Practice Leadership team as well as being a member of the Global Technology Innovation Centre and the Cluster Leader for the Technology, Media & Telecoms Practice based in Hong Kong.
Anson has been active in driving a number of thought leadership reports and executive briefings for senior executives covering innovation and consumers in China and across Asia. He has worked with many corporates to understand the complex markets we live in and current levels of disruption being seen with recent reports.

Esterina is currently the Director of Retail in Asia (part of Bluebell) and in charge of the media brand operations including content selection, curation, edition, and strategy. Additionally, she is involved in communication and business development projects for the Group. She is also Chairman of the Retail Committee and Vice-Chairman of the Women’s Leadership Network of The Italian Chamber of Commerce.
Prior to Retail in Asia, she taught media and business communication at the university level, and worked for companies in fashion and tourism. She is often invited to share her social semiotic perspectives on luxury and fashion branding in public and private institutions.
She holds a PhD in Applied Linguistics from The Hong Kong Polytechnic University. She is currently Junior Adjunct Professor at the Universita’ degli Studi di Modena e Reggio Emilia, Italy. Her research interests include luxury and its intersection with art, space, CSR, country of origin effect.
She has holds a M.A. in Foreign Languages for Business Communication from the Universita’ degli Studi di Modena e Reggio Emilia (Italy), a B.A. in Language Mediation from the Universita’ degli Studi della Calabria (Italy), and has also studied at the University of Cambridge (UK) and The Hong Kong Polytechnic University. In 2012, Theodore co-founded Born to Fly with his family. This company runs CoCoon, an incubator for startups and an idea exchange platform that aims to reignite the entrepreneurial spirit in Hong Kong and to stimulate the creation of innovative jobs.
Theodore and his team, over the past 7 years, created one of the largest physical community of entrepreneurs with over 30K connections, 1200 CoCoon alumni and while hosting 150+ events annually. In particular, CoCoon hosts monthly Pitch Nights and various events to bridge established business owners and investors with up-and-coming entrepreneurs.
