Greater Bay Area Youth Employment Scheme

The Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”) creates huge development opportunities for Hong Kong enterprises and young persons. The Government of Hong Kong Special Administrative Region launched the pilot Greater Bay Area Youth Employment Scheme (‘the Scheme’) in 2021.

The Scheme of 2023 encourages enterprises with businesses in both Hong Kong and the Mainland cities of GBA to employ Hong Kong young persons in accordance with Hong Kong laws with a monthly salary of not less than HK$18,000 and station them in the Mainland cities of GBA to work and receive on-the-job training. The Labour Department will grant a monthly allowance of HK$10,000 to enterprises for each employed young person for a maximum of 18 months. Young persons who are Hong Kong residents legally employable in Hong Kong and holding bachelor’s degrees or above awarded by universities / tertiary institutions within or outside Hong Kong in 2021 to 2023 are eligible to join.
